Come August, builders in Guangzhou will be charged for excessive emissions of dust as part of a new pilot system to control pollution from construction sites. Recent data show that emissions of particles and dust from construction sites account for 21 percent of the PM2.5 concentrations in the Pearl River Delta. In Guangzhou, such emissions are the fourth largest contributor to the city’s PM2.5 concentrations. In December 2013, Guangzhou had 792 construction sites but only eight were charged.
